Az al\u00e1bbiakban a Vht. legfontosabb \u00fajdons\u00e1gait mutatjuk be r\u00f6viden.<\/strong><\/p>\n\n\n\n<p>ELEKTRONIKUS \u00c1RVER\u00c9S &#8211; A Vht. 2021. janu\u00e1r 1. napj\u00e1val hat\u00e1lyba l\u00e9p\u0151 m\u00f3dos\u00edt\u00e1sai alapvet\u0151en v\u00e1ltoztatj\u00e1k meg az elektronikus \u00e1rver\u00e9sek strukt\u00far\u00e1j\u00e1t, mind ing\u00f3, mind pedig ingatlanv\u00e9grehajt\u00e1s eset\u00e9ben. A jelenlegi, t\u00f6bb \u00e1rver\u00e9s megtart\u00e1s\u00e1n alapul\u00f3 rendszert egy f\u0151 szab\u00e1lyk\u00e9nt egyetlen \u00e1rver\u00e9ses, de szakaszos lebonyol\u00edt\u00e1si rendszer v\u00e1ltja fel.&nbsp;<\/p>\n\n\n\n<p>Ing\u00f3\u00e1rver\u00e9s &#8211; Ing\u00f3v\u00e9grehajt\u00e1s eset\u00e9n az \u00e1rver\u00e9si hirdetm\u00e9ny az \u00faj rendszerhez igazod\u00f3an tartalmazza majd az \u00e1rver\u00e9s adatait, tekintettel arra, hogy felt\u00fcntet\u00e9sre ker\u00fclnek az \u00e1rver\u00e9si szakaszok is, azok id\u0151tartama, illetve az adott szakaszban tehet\u0151 legalacsonyabb v\u00e9teli aj\u00e1nlat. Fontos v\u00e1ltoz\u00e1s tov\u00e1bb\u00e1, hogy az ing\u00f3\u00e1rver\u00e9s nem az \u00e1rver\u00e9si hirdetm\u00e9ny k\u00f6zz\u00e9t\u00e9tel\u00e9t\u0151l sz\u00e1m\u00edtott 30. napig, hanem a 60. napig tart majd.<\/p>\n\n\n\n<p>Az ing\u00f3v\u00e9grehajt\u00e1s szakaszoss\u00e1ga is a 60 napos \u00e1rver\u00e9si id\u0151tartamhoz igazodik, akk\u00e9nt, hogy az ing\u00f3\u00e1rver\u00e9s els\u0151 szakasza az \u00e1rver\u00e9si hirdetm\u00e9ny k\u00f6zz\u00e9t\u00e9tel\u00e9t\u0151l sz\u00e1m\u00edtott 15. napig, a m\u00e1sodik szakasz a 30. napig, a harmadik szakasz a 45. napig, m\u00edg a negyedik, egyben utols\u00f3 szakasz a 60. napig tart. A minimum v\u00e9teli aj\u00e1nlat \u00f6sszege az im\u00e9nt ismertetett szakaszokban akk\u00e9nt v\u00e1ltozik, hogy az els\u0151 szakaszban a kiki\u00e1lt\u00e1si \u00e1r 75%-\u00e1nak, a m\u00e1sodik szakaszban a kiki\u00e1lt\u00e1si \u00e1r 50%-\u00e1nak, a harmadik szakaszban a kiki\u00e1lt\u00e1si \u00e1r 25%-\u00e1nak, m\u00edg a negyedik szakaszban a kiki\u00e1lt\u00e1si \u00e1r 1%-\u00e1nak megfelel\u0151 \u00f6sszeggel tehet\u0151 \u00e9rv\u00e9nyes v\u00e9teli aj\u00e1nlat. Az ing\u00f3\u00e1rver\u00e9s csak abban az esetben l\u00e9p a k\u00f6vetkez\u0151 szakasz\u00e1ba, amennyiben az adott szakaszban \u00e9rv\u00e9nyes (a minimum v\u00e9tel\u00e1rat el\u00e9r\u0151) v\u00e9teli aj\u00e1nlat nem \u00e9rkezik, valamint, hogy a szakaszok k\u00f6z\u00f6tti \u00e1tl\u00e9p\u00e9s a hat\u00e1rid\u0151 lej\u00e1rt\u00e1val \u00e9s \u00e9rv\u00e9nyes aj\u00e1nlat hi\u00e1ny\u00e1ban automatikusan t\u00f6rt\u00e9nik (azzal, hogy az utols\u00f3 5 percben \u00e9rkez\u0151 \u00e9rv\u00e9nyes v\u00e9teli aj\u00e1nlat eset\u00e9n az adott szakasz ezen aj\u00e1nlat megt\u00e9tel\u00e9t\u0151l sz\u00e1m\u00edtott 5 perccel automatikusan meghosszabbodik). Az \u00faj rendszert eg\u00e9sz\u00edti ki az a szab\u00e1ly, hogy m\u00e1sodik \u00e1rver\u00e9s abban az esetben tarthat\u00f3 (az els\u0151 \u00e1rver\u00e9s sikertelens\u00e9g\u00e9nek meg\u00e1llap\u00edt\u00e1s\u00e1t k\u00f6vet\u0151 30 napon bel\u00fcl), ha az els\u0151 (sikeres) \u00e1rver\u00e9s \u00e1rver\u00e9si vev\u0151je az \u00e1rver\u00e9si v\u00e9tel\u00e1rat nem fizeti meg. Az els\u0151 \u00e1rver\u00e9sen legmagasabb aj\u00e1nlatot tev\u0151, de fizet\u00e9st elmulaszt\u00f3 \u00e1rver\u00e9si vev\u0151 a m\u00e1sodik \u00e1rver\u00e9sen nem vehet r\u00e9szt. V\u00e1ltoz\u00e1st jelent a jelenlegi szab\u00e1lyoz\u00e1shoz k\u00e9pest, hogy amennyiben az \u00e1rver\u00e9s sikertelen \u00e9s a v\u00e9grehajt\u00e1st k\u00e9r\u0151 az ing\u00f3s\u00e1got nem veszi \u00e1t, a v\u00e9grehajt\u00f3 nem tarthat \u00fajabb \u00e1rver\u00e9st, hanem felh\u00edvja az ad\u00f3st az ing\u00f3s\u00e1g 30 napon bel\u00fcl t\u00f6rt\u00e9n\u0151 elvitel\u00e9re.&nbsp;<\/p>\n\n\n\n<p>Tov\u00e1bbi fontos \u00fajdons\u00e1gok az ing\u00f3\u00e1rver\u00e9sekkel kapcsolatban, hogy az 50.000, &#8211; Ft becs\u00e9rt\u00e9ket el\u00e9r\u0151 ing\u00f3s\u00e1gok is \u00e1rverezhet\u0151k elektronikusan, illetve amennyiben technol\u00f3giai vagy termel\u00e9si, szolg\u00e1ltat\u00e1si eg\u00e9szet alkot\u00f3 ing\u00f3s\u00e1gok \u00e1rverez\u00e9se sikertelen, \u00fagy ezeket az egy\u00e9bk\u00e9nt eg\u00e9szet alkot\u00f3 ing\u00f3s\u00e1gokat egyenk\u00e9nt kell \u00e1rverezni.<\/p>\n\n\n\n<p>Ingatlan\u00e1rver\u00e9s \u2013 Az ingatlan\u00e1rver\u00e9s szab\u00e1lyainak m\u00f3dos\u00edt\u00e1sa nagym\u00e9rt\u00e9k\u0171 hasonl\u00f3s\u00e1got mutat az ing\u00f3\u00e1rver\u00e9sre vonatkoz\u00f3 rendelkez\u00e9sekkel, azzal, hogy az ingatlan\u00e1rver\u00e9s n\u00e9gy helyett h\u00e1rom szakaszra tagol\u00f3dik. Az \u00e1rver\u00e9s id\u0151tartama ingatlanok eset\u00e9ben is 60 nap, azonban az els\u0151 szakasz az \u00e1rver\u00e9si hirdetm\u00e9ny k\u00f6zz\u00e9t\u00e9tel\u00e9t\u0151l sz\u00e1m\u00edtott 20., a m\u00e1sodik a 40., m\u00edg a harmadik szakasz a 60.napig tart. A v\u00e9teli aj\u00e1nlatnak az els\u0151 szakaszban legal\u00e1bb a kiki\u00e1lt\u00e1si \u00e1r 90%-\u00e1nak, a m\u00e1sodik szakaszban legal\u00e1bb 70%-\u00e1nak, m\u00edg a harmadik szakaszban legal\u00e1bb 50%-\u00e1nak megfelel\u0151 \u00f6sszegnek kell lennie. Lak\u00f3ingatlanok eset\u00e9n a h\u00e1rom szakasz vonatkoz\u00e1s\u00e1ban ez a sz\u00e1zal\u00e9kosan meghat\u00e1rozott v\u00e9teli aj\u00e1nlat minimum a kiki\u00e1lt\u00e1si \u00e1r 90-80-70%-\u00e1nak, m\u00edg fogyaszt\u00f3val k\u00f6t\u00f6tt szerz\u0151d\u00e9sen alapul\u00f3 k\u00f6vetel\u00e9s behajt\u00e1sa eset\u00e9n legal\u00e1bb a kiki\u00e1lt\u00e1si \u00e1r 100%-\u00e1nak megfelel\u0151 \u00f6sszeghez igazodik, felt\u00e9ve mindegyik esetben, hogy az ad\u00f3snak ez az egyetlen lak\u00f3ingatlana, lak\u00f3helye ebben van, \u00e9s a v\u00e9grehajt\u00e1si elj\u00e1r\u00e1s megind\u00edt\u00e1s\u00e1t megel\u0151z\u0151 6 h\u00f3napban is ebben volt.&nbsp;<\/p>\n\n\n\n<p>Hasonl\u00f3an az ing\u00f3v\u00e9grehajt\u00e1shoz, az ingatlanv\u00e9grehajt\u00e1sok eset\u00e9n is ir\u00e1nyad\u00f3k a rendelkez\u00e9sek, miszerint a v\u00e9grehajt\u00e1s abban az esetben l\u00e9p automatikusan a k\u00f6vetkez\u0151 szakaszba, ha az adott szakaszban hat\u00e1rid\u0151n bel\u00fcl \u00e9rv\u00e9nyes v\u00e9teli aj\u00e1nlat nem \u00e9rkezik (azzal, hogy az utols\u00f3 5 percben \u00e9rkez\u0151 \u00e9rv\u00e9nyes v\u00e9teli aj\u00e1nlat eset\u00e9n az adott szakasz ezen aj\u00e1nlat megt\u00e9tel\u00e9t\u0151l sz\u00e1m\u00edtott 5 perccel automatikusan meghosszabbodik), illetve, hogy m\u00e1sodik \u00e1rver\u00e9s abban az esetben tarthat\u00f3 (a sikertelens\u00e9g meg\u00e1llap\u00edt\u00e1s\u00e1t\u00f3l sz\u00e1m\u00edtott 30 napon bel\u00fcl), ha az els\u0151 \u00e1rver\u00e9s \u00e1rver\u00e9si vev\u0151je az \u00e1rver\u00e9si v\u00e9tel\u00e1rat nem fizeti meg, azzal, hogy a v\u00e9tel\u00e1r megfizet\u00e9s\u00e9t elmulaszt\u00f3 \u00e1rver\u00e9si vev\u0151 a m\u00e1sodik \u00e1rver\u00e9sen m\u00e1r nem vehet r\u00e9szt.<\/p>\n\n\n\n<p>Ingatlan \u00e1tv\u00e9tele v\u00e9grehajt\u00e1st k\u00e9r\u0151 \u00e1ltal \u2013 Alapvet\u0151 v\u00e1ltoz\u00e1st jelent, hogy az ingatlan v\u00e9grehajt\u00e1st k\u00e9r\u0151 \u00e1ltali \u00e1tv\u00e9tel\u00e9re vonatkoz\u00f3 rendelkez\u00e9seket a Vht. m\u00f3dos\u00edt\u00e1sa hat\u00e1lyon k\u00edv\u00fcl helyezte \u00e9s a folyamatos \u00e1rverez\u00e9s ir\u00e1nti hirdetm\u00e9ny akkor tehet\u0151 k\u00f6zz\u00e9, ha az els\u0151 (vagy ha arra sor ker\u00fclt, a m\u00e1sodik) \u00e1rver\u00e9s sikertelen volt. V\u00e9teli aj\u00e1nlat be\u00e9rkez\u00e9se, vagy a v\u00e9grehajt\u00e1st k\u00e9r\u0151 k\u00e9relme eset\u00e9n a v\u00e9grehajt\u00f3 15 napon bel\u00fcl int\u00e9zkedik az els\u0151 \u00e1rver\u00e9sre vonatkoz\u00f3 szab\u00e1lyok szerinti \u00fajabb \u00e1rver\u00e9s kit\u0171z\u00e9se ir\u00e1nt.
